Non-practicing entities ("Patent Trolls") have emerged as significant players in the Intellectual Property ecosystem. Actions by these "trolls" have resulted in millions of dollars being paid by working companies to protect their business from expensive and disruptive litigation. Trolls have caused overburdened court dockets and rising complaints to state and federal legislators by active businesses demanding a curb to the trolls' activities.
