David Norris is an associate in Goodwin’s Financial Industry and Consumer Financial Services Litigation practices. His practice focuses on civil litigation, with an emphasis on defending financial services institutions in civil litigation and enforcement actions brought by the government, as well as consumer class actions. Mr. Norris also has experience representing clients in commercial litigation and complex environmental actions.

Mr. Norris joined Goodwin in 2013.




Professional Experience

Mr. Norris’ representations include:

  • Obtaining denial of motion for class certification on behalf of multiple mortgage lenders in consumer class actions consolidated into multidistrict litigation
  • Defending several large financial services companies in federal and state courts arising from suits by counties and county officials concerning the recording of mortgage-related interests; in multiple actions have secured dismissals affirmed on appeal
  • Representing mortgage lenders in multiple Fair Housing Act lawsuits filed by municipalities and counties alleging discriminatory lending practices and obtained summary judgment on statute of limitations
  • Persuading the Consumer Financial Protection Bureau (CFPB) not to pursue an action based on submission in response to Notice of Opportunity to Respond and Advise letter from the CFPB
  • Securing dismissals on jurisdictional grounds for mass tort defendant sued in federal and state courts throughout the country
  • Representing clients with complex and substantial liabilities under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund)
  • Representing refugees seeking asylum in the United States

While in law school, Mr. Norris interned for the Honorable Reggie B. Walton at the U.S. District Court for the District of Columbia and at the U.S. Department of Justice, Criminal Fraud Section.


Mr. Norris was an editor of the Georgetown Immigration Law Journal and two of his articles, “Total[ity] Recall: Firm Resettlement Determinations After In Re A-G-G- and “Ninth Circuit Strikes Down Ordinance Prohibiting Day Laborers From Soliciting Work,” were selected for publication.
