Jaime Santos and Steven Tjoe Named D.C. Rising Stars by The National Law Journal

Goodwin partner Jaime Santos and senior associate Steven Tjoe were named 2022 D.C. Rising Stars by The National Law Journal. The Rising Star awards recognize the 40 most promising lawyers age 40 and younger in the Washington, D.C. area who have become influential in their areas of practice.

Santos is a partner in Goodwin’s Supreme Court and Appellate Litigation practice. Her work focuses on appellate matters and complex civil litigation in federal courts, and she has extensive experience litigating ERISA, intellectual property, constitutional and product cases. She has presented oral arguments in more than a dozen cases and has authored or co-authored dozens of briefs filed in the Supreme Court. Santos also maintains an active pro bono practice and has received awards from Goodwin and the Lawyers’ Committee for Civil Rights for her commitment to pro bono civil rights work.

In addition to her practice, Santos serves on the MacArthur Justice Center Supreme Court & Appellate Advisory Board, the National Women’s Law Center’s Leadership Advisory Council and previously served on the Edward Coke Appellate Inn of Court Executive Committee. A thought leader in addressing bias and harassment in the legal profession, Santos has testified before the Senate Judiciary Committee and the Judicial Conference of the U.S. about the need for stronger anti-harassment measures with the federal judiciary, and worked to help reform these measures across the country. Santos has also played a critical role in Goodwin’s diversity and inclusion initiatives and prioritizes promoting and advancing lawyers from underrepresented backgrounds.

Tjoe is a senior associate in Goodwin’s Technology and Life Sciences groups and a member of the firm’s U.S. Food and Drug Administration (FDA) practice. His work focuses on product development strategies and regulatory compliance counseling, and his experience as a former regulatory counsel in the FDA’s Office of In Vitro Diagnostics and Radiological Health has allowed him to expand Goodwin’s Medtech counseling work for in vitro diagnostics, laboratory developed tests, digital health products and various other medical devices at all stages of the product life cycle. Focused on enhancing the healthcare sector’s knowledge base, Tjoe is a frequent trainer and guest lecturer at FDA new hire trainings and Food and Drug Law Institute (FDLI) training courses. Tjoe has also served as a member of the FDLI Webinar Programs committee since 2021.

Committed to bettering his community, Tjoe dedicates himself to pro bono projects on behalf of a variety of organizations including the Massachusetts Technology Collaborative, which assists clients with FDA regulatory, IP and similar matters related to COVID-19. During his time at the FDA, Tjoe was consistently recognized for his public service, receiving multiple FDA Commissioner’s Special Citations and CDRH Excellence Awards for his role in policy and regulation development, legislation and compliance and enforcement.

Santos, Tjoe and the other winners will be honored at The National Law Journal’s awards reception in Washington, D.C. on October 20.
