How The Cannabis Administration and Opportunity Act Would Work (Food Quality & Safety)

A potential route to the end of U.S. federal prohibition on cannabis products was introduced in July 2022 in the form of the Cannabis Administration and Opportunity Act (CAOA), authored by Senate Majority Leader Chuck Schumer (D-N.Y.), Sen. Cory Booker (D-N.J.), and Sen. Ron Wyden (D-Ore.). The CAOA is the first-ever bill by major party senators to propose decriminalization of cannabis; the bill also would expunge federal cannabis-related criminal records while also provide funding to law enforcement to shut down illicit cannabis growers and sellers. However, the CAOA is a hail-Mary bill that few believe will pass. “I don’t think we’re going to see much movement,” said Jennifer Fisher, partner and co-chair of the Cannabis practice. “Many in the industry, myself included, were very hopeful following the 2020 election that we would be able to achieve comprehensive cannabis reform at the federal level in President Biden’s first term.
