Kaitlyn L. Dunn is an associate in the firm’s Life Sciences group and Healthcare practice. Bringing to bear her years of experience working at the Office of Inspector General for the U.S. Department of Health and Human Services (HHS-OIG), Ms. Dunn focuses her practice on the representation of healthcare providers and life sciences companies in matters related to regulatory compliance, fraud and abuse, and government investigations. Ms. Dunn assists clients in responding to civil, criminal, and administrative enforcement actions, including those brought under the False Claims Act (FCA), Anti-Kickback Statute (AKS), and Stark Law. Ms. Dunn also aids healthcare providers and life sciences companies with day-to-day operational matters such as billing and reimbursement-related issues, licensure and payor enrollment requirements, compliance program development and evaluations of effectiveness, and development and implementation of arrangements with referral sources. Finally, Ms. Dunn provides regulatory support in connection with the structuring of and due diligence for mergers and acquisitions as well as venture capital and private equity transactions.

Professional Experience

Most recently before joining Goodwin, Ms. Dunn was an associate with Bass, Berry & Sims PLC. Ms. Dunn also previously served for three years as Associate Counsel at the HHS-OIG, where she was team leader for the New York, Chicago, and Kansas City regions. While with the HHS-OIG, Ms. Dunn worked with the Department of Justice to litigate and resolve dozens of FCA cases involving alleged violations of the AKS, Stark Law, and Medicare or Medicaid payment rules. In some of these cases, Ms. Dunn was instrumental in the negotiation of novel Corporate Integrity Agreements and exclusions from participation in the federal healthcare programs. Ms. Dunn also represented the government in matters brought under the Civil Monetary Penalties Law, resolved multiple submissions through the HHS-OIG’s Provider Self-Disclosure Protocol, and assisted in the formulation of new guidance on the HHS-OIG’s exercise of its permissive exclusion authorities. Ms. Dunn received an Inspector General’s Award for Excellence in Fighting Fraud, Waste, and Abuse during her time with the HHS-OIG.
