Jacob Raver is an associate in the firm’s Complex Litigation & Dispute Resolution practice. He is also a member of the firm’s Gaming & Gambling practice, and its Cannabis practice. He has experience in a broad range of complex business litigation—with a focus on criminal and civil government investigations and internal corporate investigations. He also counsels gaming and gambling companies and investors and others in state-legalized cannabis markets. He joined Goodwin in 2016.





Mr. Raver has defended corporate and individual clients in a variety of disputes, including both internal and government investigations concerning federal securities laws, the Foreign Corrupt Practices Act (FCPA) and state gaming laws. He has also advised a wide array of investors and businesses regarding hemp-derived CBD and state-legalized marijuana.

Mr. Raver has been actively involved in pro bono matters, representing clients in Boston housing court as well as clients in federal court charged with drug felonies.

Professional Experience

Mr. Raver is a veteran of the United States Marine Corps. Attaining the rank of captain, Mr. Raver specialized in counter-intelligence; human intelligence; military interrogations; and the regions of the Middle East & North Africa as a foreign area officer. He also served as a company executive officer overseeing more than 200 Marines. Mr. Raver was stationed in Camp Lejeune, North Carolina and deployed to Helmand Province, Afghanistan in 2011.


During law school, Mr. Raver became a 2014 Justice John Paul Stevens Fellow, working as a bar certified law clerk at the Santa Clara County District Attorney’s Office in California. Mr. Raver also was a quarterfinalist in the Jessup International Law Moot Court Competition and served as Co-President of Stanford’s Native American Amicus Briefing Project.

Mr. Raver is a member of the Boston Bar Association and Massachusetts Black Women Attorneys.
