Consumer Financial Protection Bureau’s Enforcement Chief Anthony Alexis Joins Goodwin

Goodwin announced today that Anthony Alexis, the former Head of the Office of Enforcement at the Consumer Financial Protection Bureau, has joined the firm in the Washington, D.C. office as a partner in the Financial Industry Practice and as the head of the firm’s Consumer Financial Services Enforcement Practice.

“Tony’s extensive enforcement and compliance experience is simply unmatched,” said Thomas Hefferon, co-chair of Goodwin’s Financial Industry Practice. “Having spent nearly two decades as a federal prosecutor and having led enforcement for the Consumer Financial Protection Bureau, Tony will bring a unique and valuable perspective to our clients, particularly in the face of uncertainty and change in the regulatory environment. We are pleased to welcome Tony to the Goodwin partnership.”

“I am very excited to be joining Goodwin’s premier Consumer Financial Services Enforcement Practice,” said Alexis. “In addition to my extensive experience in the consumer financial services regulation and enforcement space, my decades of work in government investigations and litigation are well-suited to Goodwin’s outstanding record of success in handling the most challenging litigation and enforcement matters in the administrative, trial court and appellate arenas. I welcome the opportunity to collaborate with Goodwin’s litigation, enforcement and regulatory experts for the benefit of our clients.”

As Assistant Director and Head of the Office of Enforcement at the Consumer Financial Protection Bureau (CFPB), Alexis developed and managed the CFPB’s enforcement strategy, coordinated investigations and the prosecution of litigation, and led the resolution of major matters within the CFPB’s mission. Alexis also worked very closely with other regulators and enforcement authorities including federal banking agencies (OCC, FDIC and Federal Reserve, among others), the Department of Justice, numerous state Attorneys General, and state subject-matter agencies and departments. His experience and expertise touches on a wide range of consumer financial products and services, including mortgages, credit cards, payday/short-term loans, student and automobile lending, and payments systems, as well as issues that are the subject of significant regulatory attention, such as sales practices, credit reporting, debt collection, vendor services, and marketing practices. Alexis served as a member of the CFPB’s Executive Committee and its Civil Penalty Fund Governance Board.

At Goodwin, Alexis’ practice will focus primarily on consumer financial services and government and regulatory investigations. In addition to direct representation in matters involving the government, Alexis will provide advice on regulatory compliance, conduct internal investigations, and assist the firm’s clients in managing legal risk. Alexis joins Goodwin’s well-established Consumer Financial Services Practice, which has been a leader for more than 20 years in representing consumer financial services industry participants in litigation and enforcement matters nationwide.

Prior to joining the CFPB, Alexis was a partner in private practice, focusing on government investigations and complex litigation. He spent 13 years as an Assistant United States Attorney in the District of Columbia, where he served as the senior attorney in the Fraud & Public Corruption Section and as the Deputy Chief of the Federal Major Crimes Section. Prior to his service in the U.S. Attorney’s Office, he was a trial attorney at the U.S. Department of Justice in the Fraud Section of the Civil Division.

Alexis is admitted to practice in Washington, D.C. He earned his J.D. from Howard University School of Law and B.A. from George Washington University.
