U.S. firms have long relied on independent Luxembourg heavyweights. These local firms are big and have been servicing a lot of international firms that don't have a presence in Luxembourg. But that might change as demand for funds work continues to grow. This has been the strategy for Goodwin, one of the firms that has seen the biggest growth since its Luxembourg launch. Its head count has ballooned from 5 to 27 since its 2019 launch, and it has focused squarely on funds.
