Dustin Schaefer is counsel in Goodwin Procter LLP’s Healthcare Regulatory and Compliance practice. He advises healthcare companies and investors on complex regulatory matters across transactions, compliance counseling, and government enforcement, with particular depth in fraud and abuse, Medicare and Medicaid reimbursement, corporate practice of medicine, state licensure, controlled substances, clinical research, and health data privacy.

His transactional practice spans life sciences and health technology companies, healthcare providers, and payors. He works closely with colleagues across Goodwin's healthcare, life sciences, private equity, and technology groups on matters ranging from early-stage investments to large platform acquisitions, with a focus on regulatory diligence, deal structuring, and post-closing compliance support.

He serves as a trusted advisor on day-to-day regulatory compliance matters, providing practical, business-oriented guidance grounded in operational realities and aligned with evolving enforcement trends. He also represents clients in government enforcement matters, including internal investigations arising from whistleblower complaints and other compliance concerns.

Before joining Goodwin, Dustin practiced as a healthcare regulatory attorney at an international law firm in Boston. Prior to law school, he worked at the District of Columbia Department of Insurance, Securities and Banking and a national healthcare nonprofit, where he focused on federal healthcare policy issues.

He received his JD from Georgetown University Law Center and his BA from George Washington University. He is admitted to practice in Massachusetts.
